Air Cooled Heat Exchanger and Pump Dear Rekan Milis Migas

Saat ini saya sedang mengerjakan Project FEED. Dimana dalam project tersebut terdapat Air Cooled Heat Exchanger and Pump.
Yang ingin saya tanyakan :
Untuk Pump-------> Di site sudah terdapat Pump existing dengan Pressure 22 kg/cm2, sedangkan sesuai proses kebutuhan Pressure 14 kg/cm2. Dengan cara bagaimana agar pompa existing bisa berubah menjadi Pressure yg diinginkan?

1.  Untuk upgrade discharge pressure, bisa dengan pompa yang sama tapi di restaging (tapi mengingat penambahan Disch Press hampir dua kali lipat, kemungkinannya lebih terbatas), mengganti dengan pompa lain yang setipe tapi dengan disch pressure yang lebih besar, (jika pompa sekarang centrifugal) menggantinya dengan tipe possitive displacement, menambahkan satu pompa lain dengan arrangement "series", dll
2. Parameter yang kudu diketahui tekanan masuk, Pressure drop yang diinginkan, flowrate umpan, temperature masuk, temperature keluar, komposisi. Parameter lain ditentukan sesuai dengan API 661. Demikian juga dengan datasheetnya
3. Company yang mumpuni biasa punya daftar cost tersendiri, jadi tinggal klik klik, angka keluar. Cara lain mengira ngira cost estimate paling afdol yah undang vendor vendornya untuk memaparkan produknya, lalu perkirakan beaya EPCnya. Paling konservatif dengan panduan buku atau majalah Chemical Engineering Index (CEI) yang kemungkinan melesetnya juga besar.

Pompa pressure yg dibutuhkan lebih rendah dari existing pump, existing 22 kg/cm2 sedangkan yg dibutuhkan hanya 14 kg/cm2. Caranya tinggal pasang control valve di discharge nya pompa downstreamnya minimum flow pompa.

Untuk Air Cooled HE, sama dengan advise nya mas DAM.

Kurang lebih caranya sama dengan yang diusulkan mas Witoyo, namun perlu diketahui bahwa ada banyak energi yang hilang jika pompa dioperasikan sdi bawah kondisi optimumnya. jadi apa ngga lebih mending ganti dengan pompa baru saja?

Bisa juga ganti pompa, hanya saja budget cost nya akan lebih besar. Belum lagi pondasinya juga akan berubah karena dimensi pompa mungkin akan berbeda, pipa suction dan discharge orientasi akan berubah, perlu cut and re weld, menyesuaikan orientasi suction dan discharge nozzlenya pompa.

Bisa juga impeller pompa nya di trimming/ dipotong sesuai dengan affinity law. Hanya saja jika pompa impellernya di trimming maka kapasitas pompa juga akan menurun sesuai diameter impeller dan affinity law.

Jika saya, saya akan menambahkan control valve dengan CV sesuai dengan pressure drop yg diinginkan.

Temperature Max/Min = 82/5 degC. Pada design utk inside tank corrosion protection, dipilih coating/painting system GRE Lining area 4.5 mtr dari bottom dan Epoxy utk 4.5 mtr ke atas spt. , padahal ke 2 coating/painting system hanya direkomendasikan pada penggunaan temperature max. 60 degC.
Setelah TQ was raised, Design Team responded that Operation temperature adalah ambient temperature only (max. local temperature 50 degC).

1. Apa kira-kira yg mendasari designer menetapkan design temperature max. 82 degC instead of 50 degC saja?
2. Apakah ada potensi (likelihood) untuk sebuah concentric wash tank
mencapai temperature di ats 60 degC.?
3. Jika ada potensi 2, apakah ada control measures yg umum agar excess temperature tidak masuk ke tank, misalnya mengalir ke pipe lain lalu ke container/tank khusus dan safe?

Selama ini, kalo untuk cat, saya juga refer ke max operation temperature, bukan di design temperature (kalo nggak salah, dari spesifikasi catnya, mengacu pada kondisi operasi juga)..  emang agak lain kalo untuk kekuatan material yang selalu pakai kondisi desain, karena ini untuk semacam allowance... daripada meledak nantinya... kalo cat, paling2 ngelotok catnya aja

Kalo mengacu pada kondisi operasi... biasanya nggak dijumpai di P&ID, mungkin yang lebih perlu malah PFD ato UFD

1. dasar kondisi desain selalu ada allowance.. biasanya ada di dokumen filosofi
2. nggak tau, tapi seharusnya sesuai dengan data dari proses, ya max 50 saja... kecuali orang proses salah... tapi ikuti apa yang dikasih ama proses
3. lah kalo yang no 3 ini mestinya bisa ditemui dari PFD ato P&ID

Kalo dapat P&ID atau PFD tangkinya akan lebih mudah.

1.Kalo dari cerita uda Dirman, saya agaknya yakin tangki ini adalah ditujukan untuk Off-spec product Tank sebagai design awalnya, jadi kemungkinan diverted upset product dari heater treater bisa dialirkan langsung kesini karena itu temperature design diset 82 degC. Mengenai sekarang dibatasi cuma 50 degC berdasar info orang operasinya, sepertinya sudah dibuat beberapa tangki sehingga tidak semua off-spec product dialirkan ke tangki ini lagi.
2. Likelihoodnya mungkin very low atau moderate paling tinggi, tapi mungkin no 1 itu dasar designnya. Kalo memang sudah philosophy operasinya berubah ya diterima saja, mungkin skrg memang 50 degC saja. Dengan catatan lihat claim guarantee vs warranty atas service lapisan epoxy yg company Uda berikan ke clientnya, semoga batasan aspek designnya jelas dalam kontraknya, sehingga tidak ada masalah di kemudian hari.
3. Ada, tapi macam-macam skenarionya, susah dibahas satu persatu disini tanpa mengetahui P&ID dan PFD tank farm yang dimaksud.

Anyway, ini cuma tebak-tebakan saja berdasar mode operasi di dua tempat kerja dahulu. CMIIW.

    Apakah anda bedakan antara cost Inhouse, proposal dan RAP?

    Kalau sebagai contractor, dimana cara mencari indicator profit awal atau loss nya. Apakah akan dicari dari individual material categories atau dari segi execution mtl and labor?

    Kalaupun pada posisi Client atau PMC apakah anda akan memberikan allowance utk kemungkinan VO yang mungkin timbul.
    bagaimana dengan perbandingan dan cost study utk investment dan ROI nya dibandingkan dengan duration?

    Perhitungan ini dari posisi Client.
    
    Iya allowance kita masukan dalam perhitungan contingency, contingency itu meliputi: uncertainty dalam unit cost & quantity, kemungkinan VO, evolution market price, perubahan design dsb.
    
    perhitungan CAPEX biasanya antara phase pre project & basic design dan nantinya ini akan di submit ke otoritas negara (semisal BPMIGAS kalo di Indonesia) untuk proses review & approval. Kalo sudah berupa AFE (Authorization/Approval For Expenditure) baru kemudian dilakukan proses tender. Kalo ternyata harga yang ditawarkan semua bidder lebih tinggi dari nilai AFE maka atas persetujuan otoritas AFE bisa di revisi lagi dan dilakukan tender ulang lagi.
    
    CAPEX ini nanti masuk dalam paket cost recovery jadi ROI dihitung dalam cost recovery.

    Coba2 jawab ah.. Sebelum Om yayan jawab.. Jadi biar ketahuan saya salahnya dimana.

    Dulu sempat menangani jenis project serupa seperti yang Om Dian jabarkan dimana pagu atau budget platform dari client mempunyai constraint limited period dan un-limited Work Order (WO).

    Saya tebak dalam kontrak hanya menjabarkan total nilai pagu dengan berbagai macam breakdown schedule of rates dan juga klausul2 kontrak yg sangat detail tentang how to measure something or how to claim something.. (Kayaknya gitu..)

    Lgsung ke pertanyaan.. Bismillah..


    1. Manakah yg harus saya perlakukan sbg 'project'? Kontrak atau WO?

    Kontrak 4th dengan pagu tertentu adalah main project.
    Work Order (WO) dengan nilai tertentu dan jumlah WO yg tidak terbatas adalah juga Project yg bisa saya sebut sub-Project.


    2. Adakah treatment khusus dalam reporting nya yg seperti ini?

    Treatment khusus in term of reporting saya pikir sama aja dengan jenis2 project lainnya dimana kita tetap punya plan dan aktual (time & cost)
    Tiap2 WO yg sudah keluar or diinstruksikan oleh client, contractor biasanya harus propose CTR (Cost, Time & Resources) dimana dalam CTR tersebut mendetailkan SOW dlm WO menjadi sebuah Cost, Time & Resources planning.
    Seberapa besar (cost) WO akan menyerap nilai pagu dan dalam jangka brp lama (time) pagu client akan terserap.

    Masing2 WO harus dimanage dan dikontrol secara tersendiri dan disummarykan terhadap overal contract untuk melihat brp nilai pagu tersisa dan brp lama waktu yg tersisa.

    Pertanyaanya,
    Trus darimana kita (kontraktor) tau apakah pagu cukup/habis/kurang selama 4thn tersebut?

    Berapa banyak WO yang akan dikeluarkan oleh klien ke kontraktor selama masa 4thn kontrak?

    Jawaban kedua pertanyaan diatas (menurut saya) tidak bisa tapi bisa (nah lo bingung aku..:p)

    TIDAK BISA,
    Karena kontraktor tidak tau jenis dan nilai dari WO sampai WO tersebut di issued oleh Client.

    BISA,
    Type kontrak seperti ini mengharuskan kontraktor untuk propose cost dan time forecast terhadap total pagu selama 4thn.
    Bisa dipecah juga menjadi cost forecast per satu tahun.

    Cost forecast tersebut menjadi acuan kontraktor untuk nagih WO keklien dan acuan klien untuk cash flow mereka.

    Keyline,
    Pagu tertentu atau contract period tertentu bukan harga mutlak.
    Pagu bisa juga habis sebelum periode kontrak habis.

    Sebagai kontraktor tentunya lebih memilih project dengan revenue tinggi dalam jangka waktu yg pendek.

    Caranya gimana?.. Ya pinter2nya kita minta WO sebanyak2nya selama kontraktor masih mampu mengerjakan WO's tersebut secara paralel.

    Kalau pagu dah abis sebelum 4thn, kontraktor punya peluang untuk pagu ditambah. :)

Contract is simply agreement between two or more persons that is enforceable at law.
kalau dilihat dari case anda adalah yang telah disebutkan mas Angga terjadi karena pemilihan pada project delivery method.
Kalau saya tak salah mungkin disebut sebagai  "Indefinite quantity contract method (IQCM)" *).
Mungkin bisa juga disebut Umbrella contract.
Bisa digunakan when a recurring need is anticipated and the exact times and/or quantities of future deliveries are not known at the time of contract award. 

Typically utilized on repetitive, non-capital projects, such as routine repair and maintenance projects. Didalam project ini sudah ada establish set up price up front for labor, equipments dan lain2. oleh karena itu scope of each work does not need to be fully known prior to commencing work. since work is performed on a set basis, scope can be developed as work proceeds. Accordingly, project delivery time can be significantly shortened once the contractor is selected and terms negotiated because there is no need design and bid subsequent work.
IQCM bisa saja sole source or competitive, whereas the majority of stand-alone contracts are competitive procurements.

-Treatment khusus dalam reporting, saya pikir juga sama seperti mas Angga yang sudah jabarkan.
Hanya saja yang perlu diperhatikan adalah measuring work progress yang sesuaikan dengan WO nya berkaitan dengan payment dan disetujui bersama (Owner & Contractor).
Coba kembali dicehck setiap WO yang ada dan diseuaikan dengan measuring work progress.
Yang saya tau untuk measuring work progress:
1. units completed
2. incremental milestone
3. start/finish
4. supervisor opinion
5. cost ratio
6. weighted or equivalent units

Bolehlah diprepare budget setelah ada:
1. Project scope
2. Product Scope
3, Project Schedule
4. Project Risk (if any)

Hal yang lain boleh juga menjadi perhatian adalah:
1. Documentation (Proper project documentation, including document filing and retrieval capabilities)
2. Project Close out requirement (each WO until condition contract end)

Tadi dsebutkan, setelah menerima WO dari client, contractor bisa propose CTR bukan. Nah pertanyaannya, dasar penggunaan unit rate di CTR itu apa ya? Apakah menggunakan rate yg ada di contract utama ataukan menggunakan rate baru?
Dan bila menggunakan rate baru bagaimana apakah perlu melalui proses verifikasi dan sebagainya?

    Harus jelas dari awal, pada saat WO di generated and approved by both parties, apakah ada konsekwensi berubah pada cost dan schedule? (+ or -) lalu statement nya bagaimana terhadap overall master schedule.

    Kalau dari sini sudah jelas, maka bisa saja pinalty berlaku atau tidak.

    Seharusnya bisa diterapkan LD untuk setiap keterlambatan penyelesaian WO, asalkan asalkan Contract nya disebutkan aplikasi LD nya. Apalagi kalau umbrella contract nya untuk pekerjaan construction.

    Tapi kenyataannya keterlambatan nya pun bukan semata-mata kelalaian dari si penerima kerja, tapi kadang pemberi kerja nya juga punya andil.

Setuju dengan mas Reza bahwa LD dan PENALTY bisa saja diterapkan.

Sepatutnya kita bedakan dahulu term antara LD dan PENALTY yang seringkali "interpreted incorrectly".

"Liquidated and ascertained damages are reasonable pre-estimate of the losses the employer is likely
to incur if work is completed late. Such a sum is enforceable if, due to his own default, the contractor completes work late.
A penalty, on the other hand, is a sum inclued in the contract which is intended to penalise the contractor and is far greather than the employer's estimated loss. Such a sum would be unenforceable.the courts have, however, over many years shown a reluctance to overturn a figure included in the contract which was freely negotiated by the parties." *)

Setelah kita mengerti perbedaan term diatas barulah kita tau bagaimana kita menggunakan/mengaplikasikan 2 hal diatas.

Begitu juga dengan delay yang ada, sepatutnya kita melakukan delay analysis, untuk itulah saya sebutkan salah satu hal yg juga harus mendapat perhatian, "Documentation (Proper project documentation, including document filing and retrieval capabilities)."
Bila tidak ada properly documentation akan sulit untuk melakukan analysis. Jangan sampai kita telah meng "LD" kan atau meng "PY" kan menjadi hal senjata makan tuan.
